Welcome to ProHorizon. By accessing or using our website at prohorizon.biz, you agree to be bound by these Terms and Conditions. Please read them carefully.
1. Service Description
ProHorizon is a lead generation marketplace that connects consumers with service professionals including contractors, lawyers, medical providers, insurance agents, and real estate professionals. We do not directly provide any professional services; we facilitate connections between consumers and third-party service providers.
2. No Guarantee of Service Quality
ProHorizon does not employ, endorse, or guarantee any of the service professionals listed on our platform. We are not responsible for the quality, safety, legality, or any other aspect of the services provided by third-party professionals. Users are responsible for conducting their own due diligence before hiring any service provider.
3. User Responsibilities
By using ProHorizon, you agree to provide accurate and complete information when requesting quotes or contacting service providers. You agree not to use our platform for any unlawful purpose or in any way that could damage, disable, or impair our services.
4. Information Accuracy
While we strive to provide accurate and up-to-date information about service providers, including ratings and reviews sourced from third-party platforms like Google, we cannot guarantee the accuracy, completeness, or timeliness of this information. Business information, ratings, and availability may change without notice.
5. Lead Generation & Data Sharing
When you submit a quote request through ProHorizon, your contact information and project details may be shared with relevant service professionals who can fulfill your request. By submitting a request, you consent to being contacted by these professionals via phone, email, or text message.
6. Lead Credit Packs & Pricing
ProHorizon offers lead credit packs that allow service professionals ("Pros") to purchase leads in advance. Leads are priced by industry tier as follows:
Tier 1 — Home Services (Contractors, HVAC, Plumbing, Electrical, Roofing, etc.): 5 leads for $75 ($15/lead), 15 leads for $165 ($11/lead), or 30 leads for $270 ($9/lead).
Tier 2 — Medical & Insurance (Dentists, Chiropractors, Auto/Home/Life Insurance, etc.): 5 leads for $150 ($30/lead), 15 leads for $375 ($25/lead), or 30 leads for $600 ($20/lead).
Tier 3 — Legal & Real Estate (Personal Injury, Family Law, Real Estate Agents, Mortgage, etc.): 5 leads for $250 ($50/lead), 15 leads for $525 ($35/lead), or 30 leads for $750 ($25/lead).
Lead credits do not expire. ProHorizon reserves the right to adjust pricing for future credit pack purchases with 30 days' notice. Pricing changes do not affect credits already purchased. All sales are final except as provided under our Lead Quality Guarantee below.
7. Lead Quality Guarantee & Bad Lead Policy
ProHorizon is committed to delivering high-quality, verified leads. All leads are phone-verified and checked for duplicates before delivery. Each lead is exclusive — sent to one Pro only, never shared with multiple competing professionals.
What Qualifies as a Bad Lead (Credit Refunded):
A lead is considered "bad" and eligible for a credit refund if any of the following apply:
(a) The phone number provided is wrong, disconnected, or permanently out of service and no alternate valid contact method was included.
(b) The submission is clearly spam or fraudulent, including fake names, bot-generated entries, or nonsensical project descriptions.
(c) The person named in the lead denies submitting a request and has no knowledge of the inquiry when contacted.
(d) The lead falls outside the Pro's specified service area as configured in their ProHorizon account at the time of delivery.
(e) The lead is for a service category or specialty that the Pro did not sign up to receive.
(f) The lead is a duplicate — the same person and project were previously delivered to the same Pro within the past 90 days.
What Does NOT Qualify as a Bad Lead:
The following situations are a normal part of the lead-to-customer process and do not qualify for a credit refund:
(a) The person does not answer the phone or return messages. A valid submission from a real person constitutes a qualified lead regardless of whether they are immediately reachable. It is the Pro's responsibility to make reasonable follow-up attempts.
(b) The person has obtained another quote, already hired a different provider, or decided not to proceed with the project.
(c) The person is researching options, comparing prices, or is in the early stages of decision-making ("just shopping around").
(d) The Pro disagrees with the person's budget, job scope, timeline, or expectations.
(e) The Pro fails to contact the lead within 48 hours of delivery and the person has moved on.
(f) There is a pricing disagreement between the Pro and the potential customer.
(g) The person is rude, unresponsive after initial contact, or otherwise difficult to work with.
Reporting Process:
(a) Pros must report a bad lead within seventy-two (72) hours of lead delivery through their ProHorizon dashboard. Reports submitted after 72 hours will not be reviewed.
(b) Each report must include the reason for the dispute and any supporting evidence (e.g., call logs showing a disconnected number).
(c) ProHorizon will verify each claim within five (5) business days by reviewing submission data and, when necessary, independently contacting the lead.
(d) Verified bad leads will be refunded as a lead credit to the Pro's account. Credits are not refundable as cash, check, or reversal to the original payment method.
(e) If more than thirty percent (30%) of leads within a single credit pack are verified as bad, ProHorizon will issue additional bonus credits as a goodwill gesture at its sole discretion.
(f) ProHorizon's determination on lead quality disputes is final. Pros who abuse the bad lead reporting system — including filing false or frivolous claims — may have their reporting privileges suspended or their account terminated.
8. Limitation of Liability
To the maximum extent permitted by law, ProHorizon shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of profits, data, or other intangible losses, resulting from your use of or inability to use our services, any conduct or content of any third party on our platform, or any disputes between you and service providers.
9. Indemnification
You agree to indemnify and hold harmless ProHorizon, its officers, directors, employees, and agents from any claims, damages, losses, liabilities, and expenses arising out of your use of our platform or your violation of these Terms.
10. Intellectual Property
All content on ProHorizon, including text, graphics, logos, and software, is the property of ProHorizon or its content suppliers and is protected by intellectual property laws. You may not reproduce, distribute, or create derivative works without our express written permission.
11. Modifications to Terms
We reserve the right to modify these Terms at any time. Changes will be effective immediately upon posting to this page. Your continued use of ProHorizon after any changes constitutes acceptance of the new Terms.
12. Governing Law
These Terms shall be governed by and construed in accordance with the laws of the State of Wyoming, without regard to its conflict of law provisions.
